My guess would be that this would've been handled much differently if the lab was being run by some white guys in a rural county. It's interesting to me that the initial impetus to investigate the site was a complaint about an unlicensed business operating out of it. The reason this is interesting to me is because the city of San Diego has recently loosened regulations on operating businesses out of a residence. They are even forcing Landlords to allow all kinds of businesses to operate out of residential rental units. The city definitely does not have the manpower to investigate and enforce any violations still left on the book, which opens the door to things like this. And the reason for the loosening of these restrictions is racism. Now, on one hand, I think laws regulating home businesses have been too restrictive, but on the other hand, I can see things going sideways really quickly.
