I am totally convinced the shadow players who control him decide pretty much everything and since they really want Kennedy out of the race, they'll do whatever they can to try to impede him. They are afraid of losing their power, so will assassinate rivals. Secret Service protection is also risky so I would think he needs private security along with them to watch.
