In FL, it takes no petitioning at all to start a party (although there are some legal hurdles) but it takes 145,040 petition signatures for a candidate. In NC, where I live, an independent candidate needs 82,188 by Mar. 5, while a party needs only 13,865 by May 17. The campaign is holding off starting petitioning here, pending a decision on which way to go on this.

Californians like to think of themselves as ahead of the curve but but it's really a state filled with sheeple. The only chance he has in California is if he can somehow wake the sleeping giant of non-voters. Same for New York.

In a nutshell, Pennsylvania's ballot access process is:
"Presidential candidates of minor parties and political bodies may obtain ballot access for the general election by filing with the secretary of the commonwealth no later than the 2nd Friday subsequent to the primary an affidavit of candidacy, a $200 fee, and nomination papers containing the signatures of 5000 qualified electors.
A minor political party is a party whose statewide registration is less than 15% of the combined statewide registration for all statewide political parties and otherwise meets the criteria of a political party. A political body which is not a political party but has nominated candidates by nomination papers is a political body."
Compare that to a state like Texas requires 113,151 petition signatures of registered voters who did not vote in the presidential primary of either party.
Why not PA? I'm guessing it's because 5,000 signatures is not a high bar to reach in a state which has over 8.6 million registered voters. That's only six out of every 10,000 voters, so the campaign probably feels they can collect that many signatures + a good safety buffer without having to spend money to do it. I have no inside knowledge of this. I'm just making an educated guess based on what I read in the article.
I haven't looked at the requirements for all of the states selected, but California for example requires 1% of all registered voters, and Arizona requires a number equal to 3% of registered voters that are not registered to a recognized party (essentially independents) which comes out to a little over 1% of all registered voters.

As an independent, he will not run in the Primary. Each state has a process for getting independent candidates on the ballot, and when they successfully complete that process, they will be on the General Election ballot. From a 10,000 ft. level, Florida's process is:

Do you have any idea how many on the left have stopped supporting you because of your
attitude of total support toward Israel no matter how many they kill? You have basically lost
